Who bears the responsibility for improving Syrian-Lebanese relations and overcoming the current impasse?

Even without the shadow of the UN investigation into Hariri's assassination, there are numerous issues on the respective agendas of the opposing camps. Can these be resolved to mutual satisfaction?

Why Lebanon is not likely to Win Full Sovereignty Soon. In an ideal moral universe, the answer to the question of which country ? Lebanon or Syria ? is responsible for improving relations between the two is simple. It is Syria?s duty. Syria must satisfy a long checklist of things before having restored full sovereignty to Lebanon. It must clarify ownership of Shabaa farms, stop arms transfers to Palestinian militias and Hizbullah, stop threatening Lebanese politicians, account for missing and imprisoned Lebanese, and establish an embassy in Beirut. But we do not live in an ideal universe, much as we would like to. International relations are contingent. It is unproductive to consider Syro-Lebanese relations in isolation from those of the greater Middle East, as we are now doing. Most important are Syria and Lebanon?s relations with Israel and Iraq. Who bears the responsibility? Surely not the Italians I will start by arguing that this is not a constructive question. It might lead to further instigation on both sides. If one decides that it is this side?s or that side?s responsibility, then partisans on either side would feel offended or smug depending on which side they are supporting. Let us accept that both sides need to work together toward the desired reconciliation, that is, if we take for granted that the Lebanese parliamentarian majority faction really wants good relations with Syria. The good question is: do they really want this? My article is based on the following premise: No, the Lebanese parliamentarian majority does not want any improvement in relations with Syria, all the nice rhetoric notwithstanding.
